The MUD adopted a budget in September 2024 without review. Sounds unreal, doesn't it? The Board were ill prepared yet had to be in compliance with Texas Statutes so they adopted a budget without discuss or review. The reason why they were ill prepared is in the Board meetings.

We have to function civilly and with decorum, which is not currently happening. If necessary, the Board could consult with business coach to develop a plan to improve Water Board Member relationships to develop a team atmosphere instead of a siloed atmosphere.
Build A Financial Reserve - saving money EVERY month for repair and replacement of our aging infrastructure. We Must Put Our Water First. We Must Protect Our Water. Using a Zero-Based Budget means knowing how much money is coming in and planning for each dollar. There should never be a statement, "we're under budget" again, because every dollar is allocated. That just makes good sense.

It’s your tax money, you should be allowed to be involved in the decisions. I favor residents participating in the MUD district thru the use of our committees. But, first, the MUD Board needs to outline a process for participation, how to engage our residents, and encourage committee participation.

As a MUD Director my responsibility is to uphold the Texas Statutes. Securing and managing (all types of) water is a MUD's responsibility.
Texas Statutes Sec. 54.012; all eight points have to do with water, irrigation, drainage, and preservation of natural resources.
In addition, MUD’s have other powers and duties Subchapter D, Sec 54.201 like solid waste, engage in contracts, street lighting, impact fees, and real property restrictions.

✅ I’m in favor of sustaining taxable property values for all neighborhoods in the MUD via Deed Enforcement.
I'd like to see more attention to the needs of certain neighborhoods.
I have an idea of how we can do this. Perhaps a volunteer-based committee could represent one person from each neighborhood to help manage and coordinate the needs of the residents.
This would provide a lot more coordination than we've ever had before. The committee can share ideas and learn from each other. The neighborhoods without an HOA, might be have the same needs but enforcement would have to be handled differently.
Guidelines regarding which deed restrictions the MUD gets involved with and which deed restrictions should be handled civilly, needs to be established. An unbiased survey to collect data from our neighbors would be appropriate and necessary to provide the needs of the majority.
The goal would be to address the needs of the entire MUD based on real data, develop a clear strategy and outlining a detailed process.
To reiterate the Texas Statute, the MUD can do what is NECESSARY to sustain taxable property values in the district.
The Texas Statutes clearly outlines what the MUD can do regarding “enforcement of deed restrictions” and this is what Texas law says:
Sec. 54.237. ENFORCEMENT OF REAL PROPERTY RESTRICTIONS.
(b) A district may take all actions necessary to enforce a restriction, including the initiation, defense, or intervention in litigation or an administrative proceeding to enjoin or abate the violation of a restriction when, in the reasonable judgment of the board of directors of the district, enforcement of the restriction is necessary to sustain taxable property values in the district.

✅ I'm in favor of NOT issuing bonds. I'm in favor of having enough money in reserves in case 2 lift stations need to be repaired or replaced at the same time.
I'm fiscally conservative. What Does That Mean?
Practically speaking, that means that the MUD should never have to issue bonds to repair or replace lift stations. It also means if the MUD is careful with how your TAX dollars are spent, perhaps the MUD can keep the tax rate at the lower end, not max out the rate out just so there's more money to spend.
How can the MUD save enough money to never have to issue bonds?
I believe, by adopting a zero based budget. A zero based budget means that every dollar received is ear-marked with a purpose.
I'm in favor of creating a Infrastructure Fund, a savings account for the lift stations, so that when a lift station fails (like it did in March 2024) or needs repair there is enough money saved in the bank (cash on hand) to repair or replace them.
Being fiscally conservative means there should never be a situation where the MUD is "under budget". If a project costs less than expected, the remaining funds have an allocation. This is an example of how every dollar has a purpose.
